The Auto Cut CPU Players box is checked. aWe have CPUs at positions players are trying to sign to but it will not cut the CPU players. please advise

This doesn't appear to be a bug. I had cap issues.

I just confirmed auto-cut CPU is not working for my team. NO budget issues. IF a human player wants to sign it should cut the CPU player at that position. It is not doing that. please advise. If I posted this in the wrong section my bad.
