So the team won't be paid these final 3 days since there's no benefit in paying salaries for non playoff games. I assume that players that stick with the team for next season will get paid back, but what about players that leave? My assumption is that they will not be paid back.

so he must have sold the team he's talking about because all of the teams he's a GM for have money. Which is why it was confusing me.

Yes, every construction got canceled once we went negative. I wonder what would happen on day 41 instead of day 39.
