Does this fire at all? Or is it meant for players who wouldn't otherwise be pass rushing?

It's an "always on", not a triggered SA.
Some folks in the Build Advice forum tested it out ~50 seasons ago, using pabst's old Speed Script ... and found it seriously lacking - why you don't see it mentioned on many build guides, etc.
You might notice it, adding it to a sluggish run stuff beast DE, but I strongly doubt it'll be something you could pick out visually with an already fast PR DE. Hope that helps.

Cool thanks that helps. After relentless pursuit, what would be a good SA to add for a pass rushing DE?
I don't even use the extra SA on prDE
I try and push first step and shed block to 10+.
change direction and tunnel vision to 8+
i also rarely make/use them. typically use a full run stuff DL

do you get enough qb pressure with that?

Depends on defender as well. Those that build top Tackles and FB's that can pick up blitzes can really effect your success rate... while CPU dots will not even be speed bumps most times. In between is the general builds you need to be better against or the attempted 2-way builds that are decent against the run but not really good enough for a dedicated, well built, pass rush DE (or LB). If you can get (average) somewhere between 5-10 (10 obviously being much better than 5) per game then you're doing pretty good against those. More than that and you're doing great.

define "enough"
https://glb.warriorgeneral.com/game/league.pl?league_id=280&conference_id=0
CB's lead WL in sacks
pass rush DT's lead in hurries
any stats below WL are usually padded by bad competition / CPU's so tough to draw conclusions on unfinished builds or games against CPU's
