Anyone else try this ability on the safety position? Does Cover Expert actually give extra conditioning or is that broken? I've never seen the conditioning bar actually get a boost when this fires.

The conditioning skill is supposed get a boost, not the energy bar. It makes energy drain slower while the skill is active.
As for it's effectiveness at safety, eh - I'd rather have swat down... and I have a S* safety saddled with Cover Expert right now. I think it may be broken somewhat.
I mean max running speed of 15% is almost as good as closing speed and comes with a supposed +18 to footwork and quickness... yet it shows no visible boost of speed like closing speed does and you don't seem to change direction much better.

Looking more at some of my safeties plays... it does seem to be working. Maybe my observations were poisoned from before watching it and not noticing much off of it earlier in his career.

I think it's an ok SA, but I think there are better choices.
For me, closing speed is #1. Then some kind of tackling SA, e.g. Monster Hit or Brick Wall, is #2. Then for a 3rd SA I'm choosing among Swat Down, 3rd Down Stopper, Surefooted, or a second tackling SA depending on the role of the safety.
I find my safeties are usually fast enough without cover expert. I want to buff the safety's chances of doing something about it when he gets there.
I've heard some zone teams use cover expert on their CBs. I think it's a better fit there.
Safeties and man coverage CBs have too many other SAs to prioritize.
