It was only after seeing this that I realized I hardly ever see the DE spin inside. This true for everyone else?

Huh. I didn't even pay attention to the RDE. So are inside spins new, or have they been happening all along? I don't recall seeing them.

Perhaps you've been dealing with a lot of DEs on elusive rush style?

The rusher will spin outside if they are on the outside shoulder of the blocker. They will spin inside if they are on the inside shoulder.

DEs are often shaded to the outside shoulder of the OT, so they mostly spin outside.
