Hello sir. Full disclosure, I don't actually play this game. With that said, your question is bad because it leads to an answer to the question you asked while not understanding what you actually care to know.
Your question was "does bt% make break tackle SA's fire more". The answer to that is no. Your basic attributes, certain VA's, and levels in the SA are the only things that make break tackle SA's fire.
But, the probelm with your question is it assumes the only times power thru "fires" is when you see it come up in the pbp because you successfully break a tackle. That is wrong. Break tackle vs make tackle is a battle roll. You don't see all the times your SA's fire but don't successfully break a tackle. It is not as if every time power thru "fires" you break a tackle and it shows up on the pbp.
So...
The question you should ask is if bt% helps you successfully break tackles when lower the shoulder, power thru, spin fire. The answer to that is yes it does. And it helps you break tackles when the SA's don't fire as well.
Example in simple abstract terms with made up numbers... Your base break tackle roll was 45. The defenders make tackle roll is 80. Power thru fires successful for +30. Now your break tackle roll was 75 and the make tackle roll was 80, so you get tackled. If you have +20% bt% and if we assume bt% only works on your base roll not the SA value, your score becomes 45+20%=54 base + 35 power thru = 89 which is more than 80. Now with that +20% bt% you successfully broke a tackle and will see power thru fire on the pbp.
