Primary attributes (gold stars) effect the LOL bars the most. Secondary skills (blue star) has less effect but does effect LOL bars. As far as what skills/attributes make a dot better at doing specific functions it really depends on what you want the dot to do. Most archetypes are set up so that the Primary skills are the ones that help that particular archetype of dot do what the archetype says it's built for. Example; a Run Block offensive Tackle vs a Pass Block offensive Tackle. A run block emphasizes strength over agility while it's the opposite for a pass block arch.
You might wonder why I called them LOL bars and that's because you don't always want to chase trying to make those shine... or EL for that matter. STOP builds tend to build for a job that GLB didn't adjust their EL and LOL bars for. For some of the top STOP builds your EL isn't going to be nearly as pretty as it would be for a regular positional dot. Example; A STOP center built as a dual purpose dot (able to be effective in both tackling and blocking) won't have either a high EL or good looking LOL bars... as compared to a regular Run Block Center. Reason is that the way GLB rates things is always from a regular positional standpoint. If you look at a STOP center his LOL bars are exactly the same as a normal Run Block Center... but Tackling is a Primary skill on a STOP Center and not even listed on his LOL bars so even though you train and boost up all of a STOP Center's primary skills, they won't effect his LOL bars in the same way. Tackling might help his EL but it won't help his blocking LOL bar so when he's finished he just won't look nearly as good as a well built normal Run Block Center will.
In the end, know what you want the dot to do and match up the skill set, and the archetype that best fits that skill set, to accomplish that goal and don't overly worry about chasing LOL bars and EL's. There's some quality build guides out there that give you goals to shoot for and ways to get there for each type of desired end result.
