Wondering is CPU teams are fully reset to nothing upon being made CPU, or if there was a human owner who had playbook/ set plays if they would remain active for that CPU team?

However, I'm about 85% sure that the AIs get scrubbed when a new human owner buys the team. And the instant a human buys the team, the penalty for having 10 or more CPU dots kicks in as well... which is why you occasionally see some mouth-breather zero in on a CPU-owned team in a terrible league that seems to be kicking ass, they buy the team thinking they're about to get a cheap gold trophy, and the team immediately nose-dives. Comedy gold!
