I can't for the life of me find the CPU player penalty.

If I have a 40-man roster, how many CPU players can be signed before the penalty to overall team performance kicks in?

I could swear you can sign up to 10 CPU players before the penalty kicks in, but I can't for the life of me remember how or why I know that.
