With the number of leagues and divisions in the game I'd like to suggest having a Relegation System.

Have the leagues named: Tier 1, Tier 2, etc. and each league (Tier) have Divisions 1, 2 & 3.

So, teams wouldn't be slotted by their supposed team power (Rookie, Sophomore, etc.) but, at the end of each season:
1) the top team in each division moves up a division, the bottom team moves down
2) the top team in Division 1 moves up a Tier, the bottom team in Division 3 moves down a Tier

Keep some CPU teams filled with CPU players in each level (Veteran, Professional, etc.) so people have a team to sign their Veteran, Professional, etc. players to but these teams will also move up and down according to their records each season.

For instance, not all Rookie teams are the same and, maybe, they'll overtake some Sophomore teams.

I've run a fantasy football league for 21 years and found having this type of system greatly increased player retention. Where I previously had to find 3-4 players every year I now have a waiting list of people wanting to play. (I run a 16 team league with 4 divisions of 4 teams)

hmmmm, maybe this could be implemented into the ladder rankings? use the ranks in ladder to determine your next season ladder position instead of only playing same "level" of player. now im also not in the higher leagues to know if this in a way happens because there are so few teams at the high levels.

defiantly could be manipulated though. example: i purposely lose an entire season and save my skill points. drop a league, use all points, and boom free trophy lol

they do have the reset button to drop back to rookie tier at any time and make all new players

Good point. I didn't think that teams wouldn't want to advance.

I guess there needs to be incentives to make it to the higher leagues (higher salary cap?). IDK more thought required on this one.

Maybe just integrating this into the ladder system like you said.

More salary cap is interesting. Lol imagine a veteran team with 4-5 championships has enough cap to sign every position a superstar lol itd be like watching the patriots playing the browns

Well the cap used to go up each season and the cost of players used to depend on their tier. It actually created an additional element of team-building to the game because you could be in vet with reserve guys (or less important positions) as sophomores etc. on less cap, which created more room for traits/superstars. You were actually able to squeeze more superstars on your team as you progressed.

But they had to change it because people were finding ways to go over the cap (because if a player gained a tier intra-season, their salary number would change but would remain on the team without having to re-offer a contract). They changed the cap space and salaries to rookie for every tier. It was a lazy fix to the problem, but a fix nonetheless.

Would a fix be to base the player's salary on all used + unused + potential skill points?

In other words, unused SP = you can't cheat by not using skill points to get a lower salary.
potential SP = if you're a Pro and will become a Vet during the season you're treated like a Vet, in terms of salary, when you're signed.

This way team's won't go over the cap during the season and you can't cheat by being in a lower league then leveling up your players (from unusued SP) and winning the championship.
