so when it comes to the salary cap for the team, what are you aiming for with player contracts? What does a low contract do to the chemistry? Does it just build slower or almost doesn't go up? Does getting chemistry maxed out before the first season is over really better than playing with another superstar or two? If I want to run this team to vet at the s44 reset, would it be better in the longhaul to deal with the lower chemistry in the first season with the knowledge that we're making a multi-season run and not a rookie reset squad?

A low contract prevents a player from rising above 50 chemistry. I'm not exactly sure what you are asking in your other question but lots of teams load up on Super Star players by signing CPU players to low-level contracts.

It hurts. It's like having 25 morale vs 50 morale. Noticeable drop in performance. You take penalties on all your skill checks.
That said, do what you need to do to get your roster right. Superstars are worth a chemistry hit. Do your best to stay away from low contracts though. Only give them to backup CPU players you never want to play.
