Majors and Minors refer to the number of ALGs you get. At L22 they start to decline. You hit L19 at the end of your first season, and you can boost to L22 at the start of the next. So, it's important to get the most value you can out of those early ALGs.
Here's a slice of method to all of the madness.
#1 - Archetype and Attribute selection
No matter what final build you plan for your player, choose an archetype where the first attribute you plan to cap is a Major. Ideally you'd get one with the first 2 or 3 attributes are Majors. You can get a little creative with this. You can also shuffle equipment around; remember you'll have +55 to +58 in equipment bonuses that you can assign however you want.
#2 - Height/Weight
It's also in your best interest to start with an attribute that can be modified positively by height and/or weight. Speed, Strength, Blocking/Tackling, Agility, Jumping and Vision. That pretty much covers every position. Even QBs, Ks, and Ps all have archetypes that would allow for training one of the above attributes and still allow them to get their specialty attribute (Throwing/Kicking/Punting) into the high 90s or low 100s if that's your goal. You need to get least a +1 in your chosen attribute, from height or weight.
#3 - Starting Points
Always max out your chosen attribute to 25, and then dump whatever is left over into your 2nd attribute. Then your height or weight bonus will get this up around 26 to 27.
From there, never spend your 15 free Skill Points. Go get a contract offer and start into your training.
#4 - Training and Tokens
You'll start with 12 free Bonus Tokens. Use 6 of those to get the +10% training enhancement for your attribute (1 star). Then do intense training 3 times. Then buy your 20% enhancement (2 stars). Keep doing intense training, until your attribute hits 33. Now you want to spend those 15 free Skill Points at shoot the attribute up to 48+. If you can, (depending on the height/weight your chose) you'll want to spend 15 Bonus Tokens to buy 1 Skill Point, to push the attribute up to an even 49.
#5 - Boosting
You will want to boost from L1 to L4 in the off season, on day 48. You no longer have to, because there are extra boosts available at the end of your players career. However, to maximize your early build, it's in your best interest to boost early. The trick is to not spend the Skill Points from boosting just yet. Keep hammering away at your attribute with intense training. Around day -1 of the preseason, your attribute will be around 52. From there you can spend your Skill Points and you'll be at 60+ which is the 2nd soft cap.
Never boost from 4 to 7.
So now, just by picking out the right archetype, height and weight, and attribute, your player has his first attribute at 60 or better without even playing his first real game yet.
