I've been playing GLB2 since the first day it launched, but I've never created a CB where I invested in snap reaction. It may be obvious, but is it worth investing in for a CB? Will he be less likely to get beat at the snap when in man coverage (particularly against the speedy WRs if the CB himself has a good amount of speed)?

It might, but because CB is one of those positions that need so many different important attributes to be hit, I probably wouldn't mess with it.

I’ve had 70+ Snap Reaction OLine players and you get maybe one tick sooner movement.
As a result, I don’t see any value in it.
Go high Footwork so the CB can run with the WR longer before having to turn his hips and start Sprinting. That causes a Balance check.
High Footwork delays the Balance check longer.
