I'm frantically trying to run pick up games to get my guys to a tier where they can "Catch up". When does catch up go away?

Actually, if you are fast enough, you can get 1 game in per 30 minutes.

Does in roll over at 12 central or mountain? That will matter.

WTF??? So I hit the button to get Drago in a pick up game. It says "next pick up game in 5:36". This was at about 7:55. Then I look at 8:05, thinking he should be in the 8:00 game and it says "next pick up game in 25:04"

Why didn't he get put in the 8:00 game?

They only come aorund once every hour, unless a game ends quicker than usual.
