Is there any particular reason why this rule exists?

I've got a couple of seasoned players with around 10k SP in the bank, logically I should be able to sign for the team and wait for instructions from the owner/DC/etc. as to what they want me to use that SP for. But for some reason no bueno... what's up with that?

I think the reason (I don't agree with it) is so that you can't run players up to Pro/Vet on CPU teams...and then custom build those players based on need at Vet.

If you could - I expect many folks (me included probably) would just toss 5 players on CPU teams...save all points...and when it came time to play vet -- we could instantly have a run focused or pass focused or whatever build.

Sure - there are limits in place due to original build and caps...but would still be a good amount of flexibility.

I have indeed messaged the owner but yeah it does strikes me as a very bizarre rule - I can easily see why people might just go ahead and spend that SP without thinking twice

This. But mostly it forces players to spend skill points each season so teams aren't running around looking like good teams but have zero skill points spent and are wasted non competitive teams in the tier. The idea is to be competitive. If you want to do what Steve suggests use the pup system.
