Assuming the devs don't want to see mostly all run block OL in this game, STs need to be completely overhauled. Currently, ST gives a massive boost to all run teams, and therefore strongly incentivizes their existence.
My suggestion would be to make ST grunts (i.e., non K/P/returner) play based on ATTRIBUTES, not skills. I know that violates the principle that attributes don't effect the sim directly.
So, if that is not appealing, make ST grunts play based on combine stats, not skills. This is probably a better suggestion because you wouldn't need to scale it by tier like the first suggestion (rookie returner with limited SP going up against tacklers with vet level attributes since those never change). It would scale itself.
The other nice things about combine stats is there are many skills that will increase your bench press number, so players with pass block power will play well, and, even better, players with power tackling could be put in to block.
Only thing I would see as a potential problem is that movement behavior is adequately covered with the shuttles, cone drill and dash (and vert and broad jumps), but you only have bench press for everything else. So maybe add some position drills?
