concerning the WR.. IF I want my better WRs to be on the field and run 2 and 3 wide sets.. should my depth chart look like this to get them in the correct positions: Player A and Player B are my best WR's.. I want Payer A and Player B at WR2 and WR3 in 3 wide sets.
Hope this makes sense..

WR1 - Player A infrequent
------- Player C
WR2- Player B
Wr3 - Player A

If I'm reading correctly it should look like this instead

WR1 - Player C
WR2- Player B
Wr3 - Player A

The issue is, when I am in a 2 WR set I want A and B on the Field then when in 3 wide sets I want A and B at the Wr2 and Wr3 spot.. I knew I sounded confusing lol..

It wasn't confusing at all. What you have in the OP will do what you want. The frequency setting is not important to moving A to WR3. It will just effect how often C sees the field at WR1 in 2WR sets.
