It looked stiff army but there wasn't any text. I don't know because he hasn't had many catches the past few seasons. That's going to change. We shall see.

What makes you say that? I've seen it work for elusive HBs and WRs in the past.
With that much carry awr, you could have bumped up power running and just went with gold YAC. TEs are usually in the middle of the field, so not sure how many tackles from the side they get to fire Stiff Arm.
This PuP was breaking tackles at a good rate(20-40% per reception). The problem of course is that it's hard to fill other skills, so there's a give and take.
Stiff arm ONLY works on the power running broken tackle roll, I have extensively tested this. You will not break a single tackle (except maybe CB or CPU with literally no investment) without at least stiff arm and power running at at least 40-50ish, preferably 70 with at least 50 carry aware.

I had gold stiff arm on a rushing QB, an elusive HB, and an elusive WR and it almost never resulted in a broken tackle except against maybe CB's. On a RB with 80 power running investment it hardly ever failed NOT to get a broken tackle
