There is a decent learning curve for this game and it's easy for a new person to get overwhelmed and lose interest and quit or just build guys and put them on CPU teams.
The faq is a good place to start but some agents get lost looking at all the different stuff and being new and not knowing what's important.
I think an automated pm that welcomes them to the game and contains links to a few key areas could go a long way. For example a link to air's build guide could help them build a solid player to start and enjoy the game. Getting new players to signup is good but them sticking around is the key
