Caps don't matter so much on OL. Reducing SP cost is the main goal of new player design. This is because, as dcarbo already said, it is very hard to hit the caps.
However, you can use caps as a proxy for SP cost.
As for the build, I would have the following comments (all personal opinion):
- Clearly going for a balanced OT, so focus on secondary skills in general that will support both pass and run blocking.
- Tech is nice and high.
- Awr is too high - not sure that much awr does anything, so you are just wasting SP there imo.
- LBA is probably too high - OTs pull, but they don't pull that often and they rarely swing way out into space where their blocking assignment isn't obvious and/or comes to them.
- Power is fine imo but I would shade toward RBP rather that PBP, and those power levels are going to demand more BCon imo.
- BCon should be higher given your role plan (balanced and low power).
- Bal is nice and high.
- Qui I'm not really sure on. Could be a massive over investment or a big advantage. I would run a quick PUP test to find out if I were you.
- Con needs to be much higher.
- Ftw is probably too high.
- Spr is fine. Pretty high compared to what I usually see, but could also be a bit higher if you find yourself with SP to spare and you are going to have this OT pull a lot. If not, you could drop it lower, but some Spr also makes him more useful on ST.
- Tou is nice and high.
- Hea is probably too high.
- Int is an all or nothing thing for me - if you are taking this much I would try to take more and pick SAs that will leverage it.
