I'm not clear as to what extent technique and power should be used in tandem when optimizing a player's stats. I'm actually not sure at all which one I should use. It seems that tech would be best, as the description given says it affects the length of time the player maintains the block and would seem to be more useful than the raw distance they push their charge back. I'm about as new to this game as one can get, so please excuse my general ignorance as to what might just be a simple issue but I have no idea which to focus on, if I even should.

Whoever has the most technique usually wins the blocking interaction. The bigger the tech gap the quicker the blocking interaction can be won. Power only serves to make the wins better if you have high power, or can mitigate your losses if you have high power. But it's better to go as high with tech as you can. For D-linemen 90/50 tech/power split is ideal. For O-line 70/40 is about average.

The biggest problem with high tech on O-Line is ridiculous SP cost the higher you go.

Is it really that big of a gap? How much power would you want for Tunnel Vision to fire?

you only need like 25 power for TV

It's not just to get TV to fire. The higher pass rush power, the more powerful TV is.
