I think he's a really great pass blocker. The amount of points it takes to get his Pass Block Tech as high as it is, I feel he's really good at it. He's not much of a run-blocker, and not really built to be that great at that.
He's on a team with a rush-first philosophy, so they aren't playing him. They do have a great S* HB to build around, though they throw enough they could probably use him.
You may well have better options, in that while I normally always boost my players the only way I'd boost this one further would be if he were on a team with other players of mine. I wouldn't get enough entertainment from just watching him block to spend more on him. I have a WR on the same team who I'm happy to keep there (they're playing him a reasonable amount), but might move with him if someone is really interested (The WR, wherever he plays, will be boosted-- and if the OT will get decent playing time on the same team as my WR I'll gladly boost him as well).
The more likely scenario, though, is that I'm offering a pass-block OT who's been boosted but won't be further. I probably wouldn't bother offering, except that I know the O-Line options can run low at higher levels, and maybe someone will find him useful-- and if I don't boost him further but someone finds him useful I'm helping someone out (even if it's a team I might play against, but oh well) for no further flex/money cost.
