The build to the player is open and I hope a lot of people would share their opinion under comments.

Max Rec Hands. Drops end drives.
Move up Catch in Traffic with Rec Consistency until Max. You need both. Again, drops end drives.
Max Rec Grip. You're not going to run away from the SS so don't drop the ball after you've caught it. Again, drops end drives.
Don't spend SP on routes.
Other than Conditioning (which you have) stay away from physicals until your skills are better.

Agree for the most part with Xars. Hands, Consistency, and CiT are most important at this point.

#1 Priority:
Hands and CiT
While your increasing those, sprinkle in some Reception Consistency and Sprinting. Your Grip is already high enough. I don't think the average SS or LB will be hitting you hard enough to really make you invest more SP into it. Eventually that needs to be higher, but it's A-OK for now.
Once you think your TE has gotten to his spots on the field he should be getting to (in time for the QB to see him), then replace Speed with Route Tech. Route Tech shouldn't be ignored but the priority for WR's or TE's in lower levels goes something like this:
#1 Catch the ball
#2 Get far enough down field that the QB will throw it before getting sacked.
#3 Things to help you separate from defenders and/or trigger SA's (Prime Time, First Step, Head Fake, etc)

One thing folks haven't mentioned is the context of the team plan. I have a TE on the same team as you. Take a look at my build. He is open to the whole team. There are some key issues for how we roll you might want to consider. And without mentioning too much in this forum we can talk about it more in team forum or pm me.

Team plan won't mean a thing if your TE can't catch
