Re the descriptions, does "winning the one-on-one blocking interaction" mean winning the Technique battle or winning the Power battle?
Or is this some combination of the two?

They're both Tech. Power/Balance/etc helps, but that's more so what happens once you win the tech roll, and then extra power/balance/etc compounds onto that by putting the opponent in a worse situation/balance so it's easier to win the tech roll on the next tick.
