I'm new to the game, and I want to build a team. I've been toying with player builds. Can a rookie team draft a player that has played in the prior season? I'd like to see how my players do. Some xp would be nice. There is no wiki for game, the rules have never been discussed. From what I can tell, the answer is no. Which means all my players are worthless, because I played a game.

can only pick up rookies if your team is rookie
best thing is to learn your dots then go for the gusto unlike wasting money like i did when i didn't understand the concept of glb2

Yeah they can once the team reaches, or surpasses the level the player is currently on. For example if your rookie has played 7 games last season, you want to sign them when right after your team plays their 7th game so then that way they are caught up.
Another thing is you can create an experience rookie player at any time, the best time to do this is on off days so you don't miss a game, and they'll have all of the SPs they missed out on. There is a cut off point to where if you do this too late you will not get awarded a superstar point when the player reaches sophomore...
If you sign a player that is behind the level of your team, in the off season you'll have a chance to "catch up" to your team and get the skill points that you missed out on.
there is no official wiki for this game, that I know if at least, so your best bet is asking questions, networking like jihggs said, joining a human owned team with experienced agents and learn, or read the FAQ's and guides on here.
