I have a S* WR.
He hits legend at the end of this season.
I already have 15 S* points accumulated for tier 2.

When I retire my S* WR at the end of the season will I be able to build a tier 2 S* right away or is there some sort of waiting period?

if you have 15/15 you could retire now and build if you wanted.

So no waiting period

As soon as I retired my Tier 3 S* last season, my Tier 3 popped up as Ready. So there is no waiting period at all.
