What plays and tactics would I use to make a pass offense

Passing sucks in rookie, QB can't throw very far, Rec's have bad hands, not much catching ability, use that to your advantage
It's different for every team, though there are a group of about five plays that the elite teams spam:
SG TE Drive
SB TE Drive
SB TE Post
Big I TE Crosses
Trips WR Posts
As to the how
Every section of the playbook (Inside Run, Outside Run, Very Short Pass, etc) must have at least 5 plays in it up to a maximum of 15.
You can set the priority of each play between 1 and 5.
You then tell the tactics editor which plays you want called in which situations by cross-referencing your playbook for each down and distance
So, there are 7 boxes you need to concern yourself for each situation the tactics editor gives you, Very Short Pass, Short Pass, Medium Pass, Long Pass, Deep Pass, Inside & Outside Run. These correspond to your playbook sections and what ever numbers you put in those boxes, they don't need to add up to 100 - the sim will factor your inputs as a ratio and do it for you. Personally, I like to make it add up to 100, but you don't have to.
Then there is Zone and Blitz. These are 'supplementary' Run or Pass, then Zone & Blitz (or not), if that makes sense...you set figures here to determine what percentage of the time you want to blitz or use a zone play in any given situation
Whatever plays you call, you need a corresponding play type in your playbook.
So lets say you have set 2nd and Long to 50 Short Pass and 50 Medium Pass with 50 Zone and 50 Blitz
Your playbook should have a short man pass/run play a medium man pass/run play a Medium Zone Blitz and a short Zone blitz as well as a short and medium non-blitzing zone play. If you don't have all of them, the sim will randomly pick something so you lose some control, but I don't always match plays and situations 100% in this way.
Somewhere, Rob or Xars did a web page, but I can't find the thread, so if anyone can help there, it might be useful for ChiTown to have.

Rookie is a little different than Vet (or it was when I ran my Rookie team).
Rookie: 5x Singleback TE Post, Shotgun Corner Threat then 1x WR Posts, SB TE Drive, SG TE Drive
After Rookie (Soph-Vet): 5x the above but take out Corner Threat and add something like WR Cross or HB Clear Out.
It isn't the plays so much as the builds.
Rookie: you need the QB to invest in Pass Tech, Pass Acc and Pass Consist with WR/TEs going all out on Rec Hands. You don't have enough Quickness to beat the Blitz yet so you have to run TE primary route plays.
The rest of Makntak's post deals with Defensive. Rob wrote the definitive guide here: http://glb2.warriorgeneral.com/game/forum/thread/5225371
