If I want to purchase a rookie team for S14 I do that on day 30 of S13 correct? Or can I join the wait-list earlier to ensure I get a team?

You can do it now

If you get on the wait list now, you'll get a team for season 13. You can either get onto the wait list next season or wait until the first day of the offseason after season 13 and buy a CPU team.

I think he wants it for season 14 not 13. Should probably wait till after teams are gone next season.

I just applied for a team and I want for season 14 but It didnt give me a season 13 team.

I think now, or atleast last season, you get a team as soon as your purchase, atleast I did with my last team.

If there are available rookie teams, you can get it now. If you can find a CPU team in a human-based league and message support they can give it to you.

Otherwise you get put on the list and will get it at the rollover next season.
