I have a 4* Rookie RB that is eligible for catching up to the Sophomore level. If I choose not to catch him up, will he be able to play on a Rookie team in season 11 even after he upgrades to Sophomore during the season?

He cannot sign with a Rookie team until that team has played as many games as he has, which will be most of the season. You are better off either using the catch up and then signing with a Sophomore team this season, or retiring him and creating a new Rookie to sign with a Rookie team.
