I have a few veterans that have 116-117 games played and are a few games from legend. Can they sign with a legend team? If not, what happens when they get to 120 games if they are on a veteran team?

They will begin decaying chemistry each game they play on a Veteran team as a Legend. You'll probably have to play on a CPU team this season to start Legends league next season. Or just retire them when they're legends, since you don't get the flex refund until they're retired.

Can't you catch them up?

don't think so. Veteran doesn't work like a rookie-pro tier.

Accidentally hitting catchup after using a career booster would suck.
