Debating on dropping back to rookie season and adding a S* player or two; however, I was told we could "catch up" a rookie player. However, I was under the impression the catch up option was for players with some experience already....does this also apply to brand new players?

Yes, you can build a new player and have him catch up to sophmore without ever playing a game. You just don't get S* points for them if they're built after day 24.
