I thought the order for tactics goes Inside/Outside first, then checks play type (Short, Medium, Long), then checks Zone, then checks Blitz. And in the changelog Bort said this:

So I've got a play I really want to run in a 4 WR set, one that's Inside focused, and I want to run that on 1st down. So I put 100 in the Inside box and 0 in the Outside box. And then also in that playbook section I've got a short run/pass blitz.
In the 2 WR sets, I don't have anything in the playbook that's Inside. So I don't care about it. The two plays I do have are a Short run/pass blitz and a Medium run/pass. On first downs, I want to run the medium run/pass only. So I put 0 in short, 0 in long, and 100 in Medium. So for tactics it looks like this:
First Down
Pass Short - 0
Pass Med - 100
Pass Long - 0
Run Inside - 100
Run Outside - 0
Zone Pct - 0
Blitz Pct - 0
So what I thought would happen is that against 4 WR sets, it would see the 100 in Inside, and always call the inside run play. However, on 1st downs, in quarters 1, 2, and 3, and not 2 minutes remaining in the half (so Prevent tactics shouldn't kick in)...the inside run play was only called once, whereas the short pass/run blitz was called twice.
Further confusing me is what happened in 2 WR sets. I thought since I didn't have an inside blitz, the 100 in the inside column wouldn't apply, and then it would go to short/medium/long play type. Since I had 100 in Medium, it should have called the Medium pass/run play and never call the Short pass/run blitz. Instead, it called the Medium play only once, and the short blitz 5 times.
So the first down tactics seemed completely random. It didn't go in order. It didn't prioritize Inside plays over pass/run plays like Bort said. It didn't do Medium over Short.
What am I missing here?
