On what team ever in the history of the world, could a team owner NOT sign a player?

Can you please allow team owners, and GMs default access to recruiting, in addition to OCs recruiting offensive players, and DCs recruiting defensive players? (Do not take away the recruiting position either though)

On my team mostly me and my GM are the ones who send contracts.

Owner, GM, Asst GM and Recruiter can all send contracts out. 4 people not enough?

If 12 people send contracts to the same person, maybe they'll sign?
