I think he's a good build but low caps whats the problem? Should i retire him? If so what should I do differently to make a better QB next time??????

I know it isn't an exact science with those percentages, but the build really does matter. Kayoh likes to speak in extremes. 
However, QBs don't have a lot of options. More important is how and when you build certain parts and coordinating that with your playcaller.
About early bloomer, though.... yea that isn't a great move. Early game (although this season it looks to have been adjusted) is a passing pee-wee football mess. Better to just take your crap game hits, learn some personalities and teams and build for the long term. You've already got stats capping out at pretty low margins.

I like to speak in extremes, but if you put this exact QB on Air Raid, he'd be over 60% completion and 8 ypa.
