I have had 4 game with the same team to see WTF I am doing wrong. It is all over the place. Starters only playing 4 plays and then next game they get 30+. Some guys getting 70 while other get none. The depth chart it set so everyone is frequent. Seems to just be on D. O has always been the same What gives?

I'm guessing you're missing the fact that the quantity of nickel/dime/quarter calls during a game is going affect your LB and CB play counts, as well as be determined by the opposing offensive play calls.
If you're goal is purely for even play counts at those positions, you'd need to buffer your depth chart and playbook appropriately based on an opponent's expected offense.

Also, your conditioning and toughness will impact it, as well as whether a player does special teams or not, and how your drives play out.
Example: Starting O-lineman is on Special Teams return unit. Does a punt return. Starter has low conditioning, and his backup has really high conditioning relatively. Starter will sit the first play or two at least while recovering from the special teams play. Maybe 3 straight plays where the backup still has higher energy. If you go 3 and out, the starter wouldn't have ever gotten a chance to return to the field on that drive. If you go 3 and out a bunch, he'll see very few actual plays.
there's definitely some skill required in balancing the depth chart and managing special teams snaps to get everyone in the right spots to equitably share the load on energy.

mostly CB and LB ans yes I know about different D having an effect. More I guess to understand it better. One of the star Cbs will have a game where he gets 40 plays then like 3. we have that for 90% of the team. We don't have build plans as a team but condition was one I asks to hit a number for the team.
the messed up part about this is. The starter who is wacky in game snaps has 49 con and my CB the other starter tat gets his in in every game has only 37 and that is maxed out.

If you're not setting up a special teams depth chart, I'd wager that's the biggest issue you're facing.
Others can probably give better advice than myself on that. In general though, yes defensive guys on coverage teams, preferably decent tacklers, and offensive blocker type builds on return teams.

The 37 to 49 thing is probably also part of the issue. Special teams left to it's own devices is probably always picking your 49 conditioning starter because it always sees him with more available energy. At which point your special teams proceeds to torch his available energy. Leaving him unavailable for many defensive plays.

Two issues normally contribute to perceived "random" PT discrepancies . . .
1. Conditioning differences. If a starter has 25 conditioning and a backup has 40 (or vice versa) then you are going to see discrepancies.
2. Special Teams. ST's snaps sap energy fiercely, so anyone playing ST's is going to miss significant snaps on offense or defense unless they ratchet up conditioning.

Ya exactly joe. I treat WR's and CB's as technical players like a QB. Because any slight drop in morale affects your ability to catch or deflect a pass, and I see the CIT battle as the most important battle in the game. So I protect those players from any kind of blocking interaction during special teams. This semi-includes safeties if you can. So superstars will play special teams, to protect these precious positions.
Another trick is to put your blocking TE and blocking FB, your punisher intimidation guys, matched up against CB's on extra points. Most teams put CB's on the field goal block charts which is a mistake. Here you can see my boys rip off about 6 morale from each CB on this play http://glb2.warriorgeneral.com/game/replay/143409/2018782
Alternatively you can force similar match ups on the kickoff etc if you scout. A few good pancakes on a CB or FS is pretty big when it comes to throwing passing vs the guy if he's preforming lower due to morale loss from some healthy beat downs. Scouting ST can be game changing, I'll do it in playoffs or must-win games.
