If you have a lot of turnover - it is kind of annoying to have to cut and sign in multiple waves.

Would be much simpler if I could cut everyone who I want to cut -- and send out all of the contracts -- and then come back tomorrow to see if everyone signed.

As it is - I can cut 5....send out 5 contracts -- then have to wait for that person to log in and accept before I can then cut more and then send out more contracts. Recruiting is already tedious enough without having to do that.

I concur, but you can just request CPU players to fill the gaps.

this wont happen since it opens up for teams with 22 S* players, and it seems too much work to counter code it, or that's the usual argument

With no minimum, you cut EVERYONE, clearing all salary.

Then, sign a bunch of S*s.

Then, have the roster filled with CPUs or other low cost players to hit the minimum, exploiting things and giving you a roster with more S*s than usually possible. Or a roster with less than 36 players, which should be an auto-forfeit.
