My team was moved up to Mars league this season and now my Head Coach and I are in way over our heads. I was going through the main forums and although I saw Forums for teams looking for players, I didn't see one specifically geared towards teams in need of staff. So is that the spot to post for a DC/OC, GM, whatever?

Teams looking for players seems to be the place to do it. Suggestions have been made to have a staff forum, but those suggestions haven't been answered.
