typically his chemistry will raise faster than normal. So he will preform a little better as the chemistry comes in.
Also there is an in-game buff of 25% to his heart, so usually new players will get a high contract, and after that it's really the coach's call where the morale buff is needed. If your player has low heart you might want to ask for the money if it's available, just so he plays a little better with less morale loss.
I wouldn't negotiate, but you could request.

It's more of a team directed strategy for how they distribute the salary. There's nothing you as a player do to either collect or spend money.
