Can you ONLY respec while a player is not on a team?

Does this apply to the 3 day signing period or do I have to cut a player on my team to have him respec, and then re-sign him?

Offseason is fine for respecs. It's a misleading instruction, but there is no need to cut, or to not sign a contract.

Re-sign, then in the offseason, the option is open.

Yup, you can respec while on a roster so long as it's the offseason.
