I played against a team that likes to do QB rollouts out of the goalline formation.

The defensive playbook also has the following plays for when the opponent is in the goalline formation.

1)LB Contain Short 0WR Outside Run Man Defense (Priority 4)
2)Cat Blitz 2 Roll Short 1-2WR Pass/Run Zone Defense (Priority 5)
3)SS Strong Fire 3 Medium 1-2WR Pass/Run Zone Defense (Priority 5)
4)Gaps All Fire Short 0WR Inside Run Man Defense (Priority 1)
5)Blitz C Short 0WR Outside Run Man Defense (Priority 1)

So I set the defensive tactics for my game to 100% Outside runs when opponent is in the goalline formation. Shouldn't this then call only the plays that are listed as Outside run D plays in the defensive playbook? Or possibly generic run D plays? Shouldn't the Inside Run D Plays never be called if you set the opponent tactics to 0% for inside runs out of the goalline formation?

Additionally Gaps All Fire only has a priority of 1, so it should be pretty uncommon for it to be called right? It's a priority 1 out of 16, so it should be called only 6.25% of the time (if tactics didn't matter).

Instead, the opposite seemed true. Listed in order of when they were called:

LB Contain
Gaps All Fire
Gaps All Fire
Gaps All Fire
SS Strong Fire 3
Blitz C
Gaps All Fire
Gaps All Fire
Gaps All Fire
LB Contain
Gaps All Fire
SS Strong Fire 3

So 7 out of 12 times it was called, yet I'm not getting why this is even possible given defensive tactics, and how it could be called so damn much even when it's only a priority 1?

Check your Goal Line formation plays. It's recommended that you remove all the default ones and put regular plays that you'd normally call for outside run D in that spot.

A good number of QB Roll-out runs are from Goal line formation.

Just because they are in goalline formation doesnt mean it uses the "Goalline formation, short yardage" tactics. When GL is run in non-short yardage situations it will use tactics from the relevant sections of your plabook, which I am guessing have short blitzes and run blitzes as a main component.

Oh damn, I didn't even see the words "Short Yardage" in the tactics section, just Goalline Formation.

Yeah, I'll have to do that. I figured leaving 2 of them in with only 1 priority would rarely make them be called, yet that's not the case. I'd also have to shift normal tactics to heavily outside run in that situation just to account for it, even if they still run inside more often.
