Is it possible? I have a ss DT right now and i want to retire him at the endof the year and make a new ss DT next year. But can you earn S* points while having a S* for tht certain tier?

if you retired the S* before the end of the season. so pretty much you'd need to cut him from your team before teh last game and retire him

No, it's supposed to star over, after the allotted S* is retired

Day 27 doesn't matter - you need to retire before the final ladder game. You can play up to the league title game, get cut, then retire, and you'll be able to get a new S* (as long as you have the relevant other players around, which it looks like you do).

Not if they play 1 game.
After 1 game you have to earn it back through players leveling. The only thing is that if you retire them before the last game, the current seasons levels count towards the S* points needed to get another one.
Some agents can do it in one season, others cannot.

If you can get yourself cut before the final ladder game of the year, you will be able to replenish your S* points again. It doesn't mean that you automatically get your S* back for the next season, you still have to earn the S* tier points back. So if you don't have enough players ranking up to the next level that are eligible for giving S* points, you won't get your S* back in time for the next season.
