Hardest, and most important coverage player to build in the game right now. How the SS handles a good receiving TE will absolutely dictate whether you're cannon fodder for an offense modeled after Air Raid. A LB can help you early in a play with good playcalling, but if that LB isn't blitzing, odd's are there's time for the QB to wait out the ticks the LB would potentially be of legitimate assistance to the SS in dealing with the TE. At least assuming the O-line is heavily pass blocking invested.
I don't know for sure how to build one to work other than the standard OaI/3rd down stopper are really good SAs for coverage. I think First Step to Gold might be a pretty genius move in tandem with the usual OaI/3rd Down Stopper stuff since the biggest issue a SS has is being able to quickly jump on the underneath stuff to a TE. If you're running Cover 2 and sticking them in zones though, then your target ratio should be fine since it's gonna be 0 targets, 0 receptions allowed
