Nope. Buffer for quid pro quo type services that hurt a lot of games (I'll sign my dot here for x flex, I'll OC your team for x flex, etc.)

Only by using Paypal or mailing them cash.

The game does not, and will not, let you directly transfer flex to another person. Other games do that - and it inevitably becomes "if you want me on your team, you need to pay for my players to boost - and my younger players, too", leading to the top teams not being the ones with the best strategies, but the ones owned by the guy with the most cash.

In which case, why not simply build the player yourself? Other than S*s, I don't see how that works.

Because when your team is already a few seasons in, you can't just suddenly make yourself a new linebacker who fits the current sim. But if I know everyone wants my linebacker, I can play offers off of each other to get myself flex to build a rookie halfback. A single-agent team has an established cost (too lazy to do the math, but it exists). It's large, but not massive. Paying other agents to build you players lets that cost easily skyrocket - and if you aren't the greatest builder, or are too lazy to want to spend SPs on that many guys, people will pay others to do it.

meh, still don't see how it hurts. Other than a few cases of someone complaining about another agent backing out on a "paid" agreement potentailly leading to ragequits. I don't have much sympathy for people being foolish in that regard though. I gotta think the spreading of flex to folks with lesser leisure funds to blow on GLB2 would be good for increasing activity of more agents. They players giving away flex are already generally active fixtures in the game. The players receiving flex are potentially going to be more active with their increased ability to participate.

Take EvE Online for example. thousands of folks play that game totally free by purchasing PLEX subscriptions with ingame money from other players who used real money to buy and resell the PLEX. That's thousands of subscriptions that'd otherwise simply not exist in EvE.

You don't see how this would cause a major problem with recruiting?

1 boost per 1 sack? Well I guess the biggest problem would be that they'd be capped at two boosts/two sacks

Yes, there is a team flex bank that can be used for scrimmages. It was not implemented for GLB2.
