I actually have a lot of friends that i got hooked on this game and when i give them the web address it always says to many signups from this ip how can i change that?

Referrals are linked to an IP address. More or less your internet has a unique identifier. If say you had someone in your house use your referral link, of course the IP will be duplicate.
GLB doesn't give out flex for multi-accounts. Perhaps someone has already signed up from that IP. I don't know what thresholds have been built into the system, like if that message trips at 2 or 3 or 4 signups, etc.

Yeah a couple of my friends did sign up in my house but when i give them to their computer it also says too many ip signups and i didnt even log in on there computer.
