If you are not in the playoffs can you sign players now? I was hoping to so I can build chemistry some early but font want to cut people if I cant

You will have to cut someone to sign a replacement before the offseason starts. It will cost the cut player some games this season if they can't/don't resign elsewhere. The extention process will begin tomorrow with the first day of the playoffs period.

It will cost them games but they could always use the catch up button at the end of the season right? Well The agent is moving guys to his own team so he could just move them there in advance as well.

They absolutely can use the catchup button. It's just a stats thing, so it's polite to inform them that you'll do it on an off day so they can plan accordingly and potentially not miss any stats.
