My quarterback has first step, and in some scrimmages I was testing the effectiveness of QB sneaks and noticed that in the 15 or so QB sneak plays I ran, first step did not fire once for him. It did fire a few times when he was handing off to the RB interestingly enough. Has anyone at a higher First Step level seen it fire consistently on HB dives and QB sneaks?

Edit: After sifting through ~25 runs I finally saw it fire, guess that 15% rate is even less at rookie quickness levels.

first step isn't limited to play type? it's when nearly stopped or not moving.

Its not 15%. It is up to 15%. I always guessed, that the activation rate is depending on the powering skill. So low quickness means low activation (lower than 15%) chance for first step...

I thought all run plays were scripted in the beginning and couldn't fire off First Step

Draw plays seem like they'd use it at least. The scripted part of the hand-off keeps the HB at a standstill.

Not that it'd make draw plays useful though.

Yeah, I never see draw plays fire it but QB Sneak plays definitely can.
