I believe it does - YES.
Backward & sideways - if you watch high level QBs you can see a noticeable difference when one has pumped footwork higher

It does, but I wouldn't pump it too high without really good pocket awareness. High Mobility can get you into trouble by rolling into a blocked DE that will thank you greatly for the free sack.
