You could make players today for season 15 if you were so inclined. They only age by playing in games, or if you use the "experienced" checkbox.

It's only there during the actual season. You can't create experienced players during the offseason.
It's there to keep players on pace with others their age - if you want to create a guy on day 14 of the season, you can make him "experienced" so that it's like he was active for the first two weeks of the season, and isn't eternally stuck behind other players of his age.
