I'm looking to fill out a rookie team for next season. I am looking for a head GM to run the team as well. The GM would be in full control of all personnel. If you want to run the team on your own, thats fine. If you want 2 OC, DC, a head coach, recruiters and scouts, that works too. The only thing that matters to me is winning.
