What is it and why does my guys keep going down?

Its a measurement of how well you have built compared to other players in your lvl. So if its lower than your actual lvl then you are not building as effectively.
The number under the lvls (420,61 for your DE) is you skill point value. By taking advantage of ALGs and training gains you get a higher SP value and thus better effective lvl.
For example: Each time you lvl you gain ALGs (automatic lvl gains) and for your DE you got 0,5 per lvl on your 4 major attributes (yellow stared attributes, blue are minor attributes and they gain a smaller amount every lvl) to lvl 21 (then it goes down to 0,38 per lvl and so on).
The ALGs are free SP and are best used at higher values. For the first 21 lvls you gain 10,5 attribute points for your 4 major attributes... You gain that 0,5 whether your attributes are at 20 or 90, the differense is the value of the point at 20 its valued 0,5 points but at 90 its valued at 5,5 SP even though both just gets the 0,5 to the attribute, but the difference is that it costs 1SP to add one point at 20 but it costs 11SP points to add at 90... 1*0,5=0,5 and 11*0,5=5,5

So to build effectively: Concentrate on one attribute at a time, early on the build (usualy the first season is just on one attribute or that you cap second attribute at the end of the season). Put SP when you can cap, so if you have an attribute at 33 and you have 16SP cap it ASAP (meaning get it to 49, to cap is to get the attribute to the point it costs one sp more) and then continue 4 way multitraining it. If you cap the attribute before you lvl (thats the point) you gain 0,5 SP more value... So 33 + 16 = 49 and then you lvl you gain 49,5 (0,5 points where it costs 2sp per attribute point), instead of lvling and gaining 0,5 to the 33 and then adding the 16, because you will end upp at 48,5 + 1sp. And if possible try having the training % as high as possible when you cap, because you can train it over where it costs more SP

I took agility to 86 and capped speed at 49 at the first season and i will continue to 4 way multitrain agility to 100.
